Chongqing Public Transit Network Optimization Phase II – Optimization Plan for One-hour free transfer policy

Project Summary: 

Chongqing Municipal Commission of Transport, Chongqing City Transportation Development & Investment Group and Chongqing Bus Group together introduced a one-hour free transfer policy, allowing passengers using electronic tickets on busses and subways free transfers between travel modes within one hour. The policy covers downtown Chongqing (9 districts) and benefits about 5 million passengers. It benefits normal electronic ticketing users, but not those with already reduced fares or passengers paying with cash. The policy is a major step toward the goal of a fully integrated public transportation system. In addition to the one-hour free transfer policy, China Sustainable Transportation Center helped the city undertake a comprehensive public transportation system optimization effort. Together with the local planning bureau CSTS planners helped improve the efficiency of the city’s bus system, eliminating repetitive routes, increasing bus capacity, and promoting bus stop accessibility. The project paid close attention to the availability of alternative transportation modes, ensuring the viability of biking and walking alongside formal bus and subway systems. As a result of CSTC’s analysis, the city plans to adjust 51 bus routes, affecting more than 1700 buses. As a result, the project is expected to eliminate the need for 420 bus trips per day while increasing bus transfer volume by 0.8 million. These changes will save public transit riders an average of 3 minutes, or a total of 110,000 hours, per day, increase the capacity of the whole public transport network by 20.3% and reduceCO2 emissions by 68000 tons per year.
