China Urban Non-motorized Transport System Planning and Design Guideline

Project Summary: 

In 2010, the Ministry of Housing and Urban-Rural Development (MoHURD) launched a pilot project on China’s urban non-motorized transportation (NMT) system planning and design. In 2012, MoHURD released an official policy document with the Development and Reform Commission and the Ministry of Finance, “Suggestions for the Development of Urban NMT System” . The project China Urban Non-motorized Transportation System Planning and Design Guideline was launched in the fall of 2012 as a further step to distill lessons and experiences from previous work and to scale up its impacts.

The Guideline has 12 chapters: 1 General Provisions, 2 Basic Requirements, 3 Pedestrian Network Planning, 4 Pedestrian Space Design, 5 Pedestrian Environment Design, 6 Bike Network Planning, 7 Bike Lane Design, 8 Bike Parking Facility Design, 9 Public Bike System, 10 Integration with Public Transportation, 11 Coordination with Motorized Transportation, and 12 Other Requirements. The document is intended to guide NMT planning and transportation engineering and design. It can also be a reference for all types of urban planning and design, transportation and design and related fields with an NMT component.

The Guideline will be released by MoHURD by the end of 2013. It will be used as an official technical reference in the third phase of China’s urban non-motorized transportation system pilot projects.
